Summary : In 2019, Douglas County School District (DCSD) initiated the School Capacity and Boundary Analysis (SCBA) process to address overcrowding and plan for future growth. Since its initiation, the process has resulted in a variety of attendance boundary changes, overflow bussing assignments, and grade reconfigurations to accommodate enrollment growth from residential development. Areas of high growth include Sterling Ranch and Solstice, The Canyons east of I-25 in Castle Pines, RidgeGate east of I-25, Crystal Valley Ranch in Castle Rock, pockets throughout the southeast and eastern Castle Rock region, and development along the Crowfoot Valley Road corridor from northeast Castle Rock to southwest Parker. Included in the SCBA process is the Streamlined Limited Impact Process (SLIP) for specific boundary changes. Boundary changes that are eligible for consideration and implementation via the SLIP process must: 1. Address geographic anomalies such as stair steps, islands and/or peninsulas 2. Minimize disruptions (0 to 10 families) 3. Proactively reassign new development to schools with capacity 4. Result in stable or minimal transportation impact 5. Obtain consensus with leadership and approval of the Superintendent At the May 28, 2024 Board of Education meeting, Planning staff briefed recommendations for SLIP eligible boundary changes to address current and future forecasted overcrowding at Legacy Point Elementary School. This was in response to the recent activation of long dormant subdivisions located in the Legacy Point Elementary School attendance area generally located at Stroh Road and Crowfoot Valley Road. The Board of Education unanimously approved the below staff recommended SLIP boundary changes to accommodate enrollment growth in the Legacy Point Elementary School attendance area. 1. Reassignment for households located in Looking Glass Filings 10, 11, 12, 13, and 14 from Legacy Point Elementary School, Sagewood Middle School, and Ponderosa High School to Gold Rush Elementary School, Cimarron Middle School, and Legend High School 2. Reassignment for households located in Canyons South (Macanta) Filings 2, 3, and 4 from Legacy Point Elementary School, Sagewood Middle School, and Ponderosa High School to Sage Canyon Elementary School, Mesa Middle School, and Douglas County High School A map is included in the attached presentation demonstrating the areas approved for reassignment in May 2024. At the May 28, 2024 Board of Education meeting, staff also briefed the Board of Education on their recommendation to begin “Phase II” of the Macanta reassignment in the following school year. At the March 4, 2025 Board of Education meeting, staff presented and the board approved proposed scenarios and an outreach and engagement plan. The recommendation included performing a more extensive outreach and engagement effort in the January- May 2025 timeframe to evaluate the feasibility of reassigning those already occupied portions of the Macanta development from its current assignment to a Sage Canyon ES, Mesa MS, and Douglas County HS assignment. Staff has completed the proposed outreach and engagement and is presenting their findings and recommendations regarding reassignment of the remainder of the Macanta development.
